Electric vehicles (EVs) and other next-generation vehicles, together with traffic demand management (TDM) techniques, are noted for their efficacy in reducing the carbon footprint of transport systems. In this research, we examine policy packages containing, for instance, measures to promote the utilization of next-generation vehicles, introductions of TDM or EV car sharing arrangements, and rearrangements of urban spaces (provision of dedicated highway lanes, etc.) to give priority to non-polluting vehicles together with the urban infrastructure and institutional support necessary to implement them. Specifically, our proposals entail an assortment of measures within a policy package, a reconfiguration of pricing schemes (environmental taxes, parking deposit systems (PDS, proposed by the lead researcher as a new approach to road pricing)), and the system design or consensus building methods to make it all possible.
